If you’re reading this, you’ve probably already witnessed me on my policy soap box in one form or another. That being said, there’s no need to harp on the same old things, right? 

Now’s the time to jump into the new things the policy team is doing here at Phius! And while we’re at it, let’s call out the elephant in the room: policy doesn’t have to be boring. I promise to sprinkle in some pretty pictures below for you to ooh and aah at, and we’ll have a great time.

So, you might be asking: where are we going with this? Where are the pictures you promised? Should I even keep reading at this point?

  1. I’m going to give a quick update on what our policy team has been working on so far in 2026. I’ll give an update about where our current policies stand, and then I may or not ask a favor of you… you’ll have to read until the end to find out.

New in 2026

Since the start of 2026, the policy team has been tracking which Phius projects, both new and old, are derived from all types of Phius-related policies. To this point, we have tracked nearly 170 projects (for reference: that’s a lot!). And to be completely honest with you, we’re probably missing a lot more. 

Remember when I said I may or may not ask a favor of you? Well, here we are: I’m calling in my favor. If you are working on a Phius project and you’re getting funding for certifying to Phius, or you got funding for a feasibility study, or maybe it’s even a code-compliance project, please email me and let me know. I’ll even sweeten the deal: if you have a policy-driven Phius project and you email me about it, I’ll respond with a likely subpar joke. Seriously, you can’t pass up this deal. Fun deal aside, below are our fun facts (and first set of pretty pictures!) derived from this research so far.

Two states in particular really stood out in terms of number of policy projects: Connecticut and New Jersey:

Out of 80 total Phius projects in Connecticut, 50 of those projects were linked to policies!

Out of 32 total Phius projects in New Jersey, 1/3 of those projects were linked to policies!

Current Phius Policies

Qualified Allocation Plans

Phius Certification is rewarded in 20 total state or municipalities’ low-income housing tax credit program guidelines.

  • Phius Certification is a new addition to Wisconsin and Minnesota’s program guidelines as of January 1, 2025

Incentive Programs

In 2025, six new incentive programs, funding everything from professional training to feasibility studies and cash for Phius Certified units, were introduced:

  • New Jersey’s Workforce Development and New Construction incentive programs
  • Colorado’s Residential New Home Construction incentive program
  • Austin Energy’s Passive Building Incentive program
  • California’s Advanced Technology Bonuses for New Construction Projects incentive program

Energy Codes

Eleven codes across the US include Phius as a compliance path, with Maine newly introducing Phius in the stretch code in 2025.
