Incentives: The First Step in the Ladder

Despite the obvious advantages to building to the Phius standard (major energy savings, health, comfort, resiliency), there remains some reluctance by the construction industry to embrace it. One way to overcome this reluctance is for state and local governments as well as utilities to provide incentives to build to the Phius standard.
